OBLIGATION TO PROPERTY DECLARATION
It is the duty and responsibility of each UPM staff to carry out the proclamation of property declaration in accordance with regulation 9 of the Second Schedule to the Statutory Bodies (Discipline and Surcharge) Act 2000 (Act 605). All officers appointed to the service of the Statutory Body or at any time thereafter are required to declare in writing to the Disciplinary Committee through the Head of Department. All UPM staff are required to declare the property when:
a) First appointed to the service of the Statutory Bodies,
b) Required by the Government,
c) Acquire additional assets, and
d) Disposal of property.
"Property" also includes property owned by a spouse / child / held by any person on his behalf / spouse / child and "Property" means: -

An officer must declare their property at least once in five years. For an officer who holds office as Head of Department is required to make a declaration of property when first acting as Head of Department and thereafter every three years during the term of office. The term of the property declaration is calculated based on the date the property declaration was made.
Managing property declarations is important and is required of all civil servants. Failure to disclose property may adversely affect a person's promotion and career progression. In addition, the property declaration document also serves as the main document to be reviewed in the event of allegations and investigations into allegations of corruption, embezzlement and misuse of civil servants.
